TGI (Target Group Index) collects information about behaviour and attitudes - not sure how many countries it covers.
I'm not sure if any full blown psychographic techniques actually made it to full scale roll out as I'm not entirely convinced they would be stable enough for targeting. Some people have experimented with Jungian inner directed and outer directed concepts, but the difficulty is in administrating a complex measurement concept at the same time as collecting other types of information.
