Ethnographic research in pharmacy

We are trying to conduct Ethnographic research in a pharmacy but were told only pharmacists and pharmacy techs are allowed behind the counter in certain states.
Does anybody know what states it is legal to go behind the counter in? We are HIIPA certified so that shouldn't be a problem.

My company recently conducted ethnographic research in pharmacies. The problem is not just HIPAA. Most states pharmacy regulations forbid non employees from being in the pharmacy due to potential theft/diversion. I am a licensed pharmacist so we were able to conduct pharmacy research.
