Have you had experience with any internet research company which can deliver a local sample, where a national sample or national panel sample is not appropriate?

Yes- some panels can effectively deliver local sample depending on the market- targeting by msa, dma, zip, and radius to zip in addition to city and state.
Although you have to be careful the sample is not skewed-
